Report on the future of R&I programming in Europe

The “Research & Innovation – Shaping our Future” conference was held in Brussels yesterday to discuss the future of EU R&I policy. In this context, the European Commission’s High-Level Group of Experts, chaired by Pascal Lamy, President Emeritus of the Jacques Delors Institute, published its report on the future of R&I in Europe to identify proposals for maximising the impact of EU investment in R&I.

The document sets out 11 recommendations to guide the development of the next R&I framework programme, based on the principles of

  • Horizontality and simplification, for example by aligning national R&I policies with those of the EU, promoting synergies with Structural Funds, and streamlining the existing funding landscape;
  • Impact, by defining a clear mission for the next R&I programme inspired by global challenges;
  • Individual innovator, by investing in the innovative skills of individuals and involving citizens in a co-creation process for European R&I policies.

Finally, Commissioner Moedas highlighted the need to double the current EU budget dedicated to R&I.
