Report: Human Resources Figures for Lombardy - 2026 Edition

The Labour Survey is conducted annually by the Confindustria System among member companies, covering various topics related to human resources management. In this edition, data collection took place between late February and early April 2026, with reference to the year 2025.

The purpose of the survey is to monitor the evolution of certain aspects of the labour market, from absence and turnover rates to the organisation of remote working (smart working) and the prevalence and content of corporate welfare.

In this edition, in addition to updating the monitoring initiated last year on the adoption of Artificial Intelligence in business processes, an in-depth study was conducted on generational renewal, a highly topical issue during this "demographic winter", which complicates the recruitment of new talent while making age management policies inevitable.

More than just a statistical analysis, the report serves as a practical tool for those in the company responsible for human capital, providing the necessary context and market benchmarks for shaping personnel management policies. While the indicators developed are not based on a representative sample, the volume of information they are derived from offers a realistic reference for most of the phenomena analysed.

A large group of Territorial Associations, mostly concentrated in the North and Centre of the country, adopted a version of the questionnaire with an additional section dedicated to specific aspects of HR management: the qualitative and quantitative characteristics of remuneration policies and incentive systems, the criteria for hiring new graduates, and the allowances provided for extracurricular interns. A common feature of these 28 Associations for the 2026 edition is the nature of their membership base: innovative, often internationalised companies with significant investments in human capital, and therefore interested in more detailed information on personnel management.

To simplify the process, this additional section was also included in the version of the questionnaire specifically prepared by three major trade Federations/Associations – Federmeccanica, Federchimica, and Federazione Gomma-Plastica – for companies applying the metalworking, chemical-pharmaceutical, and rubber-plastics collective labour agreements (CCNL), respectively.

This productive collaboration between Associations has enabled the collection of information from over 2,200 companies (with approximately 440,000 employees).
