Horizon Europe, European Parliament agreement

On 17 April, the European Parliament approved the provisional agreement on Horizon Europe, the European framework programme for research and innovation for the 2021–2027 period, during its plenary session with over 550 votes in favour.

This concludes the final official step required to confirm the outcome of the institutional negotiations. This allows EU institutions to finalise a political agreement on numerous elements of the programme: general and specific objectives; the structure and division into pillars; the names of the clusters; the areas for missions and partnerships; the rules for participation and funding; the standards for ethics and security; the evaluation criteria; the structure, objectives and content of the European Innovation Council; governance aspects; and the R&I activity lines for all programme themes.

The following significant aspects were excluded from the agreement: the overall programme budget and its internal allocation; the rules regarding the association of third countries; and synergies with other types of funds.

Negotiations will continue in the early months of the next parliamentary term to define the parts not covered by the agreement.
