The consultation on the revision of the
CO2 Standards Regulation by the European Commission is underway, concerning the
CO2 Reduction Regulation and the
Labelling Directive.
Confindustria Lombardia, in its document “
Priorities for Europe Shared by Confindustria Lombardia”, proposes a change of course to protect a vital production sector for the entire continent. It identifies the approach of ‘
technological neutrality’, the recognition of the contribution of
biofuels and the revision of penalties for manufacturers as potential solutions to the industrial crisis and the competitive disadvantage caused by EU regulations and the
Automotive Action Plan. Today, 75% of potential production in Europe is at a standstill, and
13 million direct and indirect jobs are at risk. In Italy, car production in 2024 was 20% lower than in 2019, with peaks of 30% for component manufacturers. In Lombardy, the sector comprises 30,000 companies with a total turnover of 40 billion euros. It is therefore the Commission's duty to objectively assess the socio-economic impact of the current regulatory framework on businesses, people, and regions, ensuring realistic adaptation timelines for the entire industry and avoiding favouring non-EU players not bound by EU regulations. The consultation deadline is
10 October 2025.
