State aid: European Commission approves €50 million Italian scheme for the COVID-19 emergency

Si informa che la Commissione europea ha da poco approvato ufficialmente il regime italiano di aiuti pari a 50 milioni di euro atto a sostenere la produzione e la fornitura di dispositivi medici, come i ventilatori, e di dispositivi di protezione individuale quali mascherine, occhiali, camici e tute di sicurezza.

From a legal perspective, this was made possible by the Temporary Framework approved by the Commission on 19 March 2020, entitled “Temporary Framework for State aid measures to support the economy in the current COVID-19 outbreak”.

The scheme will assist Italy in achieving two objectives: providing the necessary medical care to those infected with COVID-19 and simultaneously protecting healthcare workers and the public. This will be achieved by supporting companies willing to produce and supply medical devices and personal protective equipment, thereby incentivising the rapid production and timely delivery of these essential products.

The aid will be provided in the form of direct grants or repayable advances: the latter will be converted into direct grants if the beneficiaries supply the devices to the Italian authorities within a short timeframe.

Please note that the support may not exceed €800,000 per company, in accordance with the aforementioned framework.
