Description of content and objectives

As part of the seminars on European policies and programmes of interest to the Association System, the Confindustria Delegation to the EU is this year offering an in-depth seminar dedicated to the initial legislative proposals presented by the European Commission within the framework of the Digital Single Market strategy.

The seminar will open with a general presentation of the legislative package on cross-border e-commerce, adopted by the European Commission on 25 May, which consists of three legislative proposals concerning unjustified geo-blocking (geoblocking), cross-border parcel delivery services, and the enforcement of consumer rights.

This general overview will be followed by a presentation of BusinessEurope's position, with particular reference to the opportunities and critical issues that European industry has identified in the Commission's initiatives.

An analysis will then be conducted on those initiatives that could have a direct impact on the Italian industrial system, such as the proposed Regulation on geo-blocking and the communication on online platforms.

In the afternoon, the focus will shift to an examination of the two proposals for Directives presented by the Commission in December 2015, regarding the supply of digital content and the online and other distance sales of goods, respectively. In particular, an update on the status of the ongoing negotiations within the Council will be provided for both proposals.

In light of the rapid digitalisation process of European industry, an in-depth look is also planned at the European Commission's initiative on the free flow of data (the so-called free flow of data), scheduled for November 2016 and aimed at removing non-personal data-related obstacles that hinder the free movement of data within the EU.

Attached are the preliminary programme, a descriptive note on the seminar content, and the registration form.
