Confindustria Lombardia signs agreement with the Region and social partners on active labour market policies

Ribolla: The Lombardy public/private competition system is an example for the nascent ANPAL

Milan, 20 April 2016 – Confindustria Lombardia has today signed, together with the other social partners, the Joint Notice promoted by the Lombardy Region, which regulates the implementation of Legislative Decree 150/2015 through the involvement of accredited public and private employment service providers.

The Notice, which follows extensive discussions between the parties and the Department for Education, Training and Labour, addresses the needs of the Lombardy system—traditionally composed of public and private operators—which provides employment market support services strongly focused on job placement outcomes.

“I find the decision to sign the Joint Notice very positive,” stated Confindustria Lombardia President Alberto Ribolla, “as it represents yet another demonstration of a cohesive Lombardy system supporting its public/private competition model. This model guarantees freedom and places the individual at the centre of choosing providers, serving as a positive stimulus for the nascent ANPAL and the Ministry in implementing and applying active labour market policy regulations in Italy.”

The Notice also provides for the establishment of a Steering Committee comprising the signatory parties, Employment Centres, associations representing private operators, and INPS representatives. Its objective is to identify operational solutions to ensure maximum information transparency, reduce bureaucratic procedures, and share common, uniform, streamlined, and effective rules.
